Sisisi Tolashe, Advisor, Suspended Amid Allegations of CV Fraud
The special advisor to Sisisi Tolashe has been suspended amid allegations of assisting in the alteration of a relative’s CV to facilitate her hiring within the department. This suspension follows a briefing from the Public Service Commission to Parliament regarding the investigation’s findings last week.
Ngwako Kgatla has been suspended with full pay while the Department of Social Development carries out a formal investigation. The department stated that this action would enable a thorough and unbiased disciplinary process.

PSC Discovers Alleged Fraud in Tolashe Advisor CV Case
The PSC’s investigation focused on the appointment of 22-year-old Lesedi Mabiletja as Minister Tolashe’s private secretary. According to the commission, inconsistencies were identified between the CV Mabiletja submitted to Kgatla and the version processed by the department’s human resources division.
The report revealed indications of possible collusion, forgery, and fraud associated with the document. Investigators concluded that the applicant’s qualifications and work experience had been misrepresented.
PSC chairperson Somadoda Fikeni criticized the appointment process, highlighting serious concerns within the department. He expressed concern that a recent college graduate would be considered for such a high-level role.
SIU Investigation Suggested in CV Manipulation Case
The PSC has proposed that the Special Investigating Unit examine the circumstances surrounding the submission and approval of the CV. The commission seeks the SIU to ascertain whether fraud occurred during the recruitment process.

Kgatla was not the only official implicated in the findings. The PSC indicated that multiple individuals were allegedly involved in facilitating the appointment through the department’s HR processes, including Tolashe’s former chief of staff, who has since resigned.
Mabiletja resigned shortly after public scrutiny intensified over her appointment.

Social Development Department Initiates Disciplinary Procedure
The Department of Social Development has confirmed the commencement of disciplinary proceedings against Kgatla. Officials stated that the department takes the allegations seriously and aims to adhere to proper procedures during the investigation.
“The department regards the alleged misconduct seriously, and remains committed to ensuring a just process while concluding the investigation,” the department stated in a release.
Kgatla will continue to be suspended with full compensation until the disciplinary and investigative processes are finalized.
